For the heck of it, I tried creating a new x86_64 VM, and installing
postgresql91-server from source.  Here's the log:

It shows it checking for intl as a dependency, but gettext does not get
built as a dependency before it tries to build postgresql91-client.  If you
look at the end, gettext isn't built.  No idea why at this point.
