That sure looks wrong to me. Maybe /tmp wasn't created from a problem 
installation and then later something created when needed.

If was my system, I would do:	chmod 01777 /tmp

(By the way, see /etc/mtree/BSD.root.dist for tmp -- it may be 
interesting.)
