I ran into this behavior today.   Shouldnt we invoke the serial console 
if there is no vga present on bootup?   When booting a Soekris 4501 with 
NetBoot installation services it appears to hang right after trying to 
launch getty.   Is there an easy way to make this work without any knobs 
for headless machines?
