(a) We should use optreset (too). It doesn't change the sematic of the
code here, but it is much more correct.
(b) I want to keep the GNU compatible optind reset handling, since
a lot of programs actually depend on it. I'd like to remove the ~20
implementations of getopt in the tree soon.
