It's probably fine as a default as long as ntpd itself is not turned on
by default. Sysops often run both ntpdate and ntpd, since ntpd won't
sync the clock if it is too far off (well, the old one anyway). If the
new one has an initial-syncing option that would be a great default.
What would really be nice would be to have a /etc/defaults/ntpd.conf
and make ntpd use that if /etc/ntpd.conf does not exist.
