The last commit to the source tree seems to be Feb 28. So, despite
this, can anyone verify that anyone is still working on it?

I'm modifying the installer myself, but I created an entirely new
branch because I'm doing some tricky things. I've found the only way
to test it is to actually try to install an OS with it.

As far as I can tell, there's no real magic to the integration into
the nrelease framework. You have to build a package, which is then
installed into the ISO image by the makefile in /usr/src/nrelease.

Anyway, I'm presuming the info here:

  http://wiki.bsdinstaller.com/wikka.php?wakka=CreatingTheBSDInstallerPackages

is relevant to what you want. I didn't do this because I'm trying to
get to a goal without too many more distractions, and it was far easier
just to make my backend binary available manually, but eventually I'll
need to as well.

Do let me know anything else you find out.
