em(4) update step 1

Hi all,

Following patch(against HEAD) is the first step to update em(4):
http://leaf.dragonflybsd.org/~sephe/em/em0.diff

This patch adds following two devices and includes some bug fixing:
Intel PRO/1000 GT Desktop Adapter
Intel 82546GB dual port PCIE adapter

Anyone that has a working em(4) or the newly added devices, please
give it a try.

Syncing with Intel's em-3.2.15 is on the way.
