    I dug into the strange pausing issue a bit more, and was able to 
    reproduce it.

    It turns out that the systimer code, which separated out all the 
    integrated clock code into separate systimers for various subsystems,
    broke the CPU estimator, which in turn broke dynamic priorities and NICE
    handling.

    I have just fixed it.  It should now work as people expect it to.
