Matt's work for week of 14 Sep.

    This week I will primarily be working on namecache and VOP_LOOKUP. 
    However I am going to spend today playing with Simon's prebinding
    patch (so I can post a more definitive opinion on how that should
    proceed, since Simon is obviously willing to do the work), and 
    Jeff's TCP ifq reorganization.
