    mqueues: Implement S_TYPEISMQ() macro.
    
    Since Issue 6 of POSIX standard S_TYPEISMQ(), S_TYPEISSEM() and
    S_TYPEISSHM() macros are unconditionally mandated. Here we add
    support for the message queues only.
