They are *certainly* not rare. It is one of main use cases on Solaris
and other commerical systems. You are assuming that admins are
cooperative. Consider the typical university machine and at for Germany
I can guaranty that it is not well administrated or that admins care
about software wishes from users.

A friend of mine went as far as writing the following in his startup
script:

- if /tmp/eclipse is there, stop
- fetch eclipse source
- build eclipse with -j8
- stop

Add a bunch of other tools and you arrive at the configuration some of
us have to deal with in real time :-)
