You probably had installed dragonfly by building it on a freebsd-4
system, and then installing it over the disk-layout which was left
over from FreeBSD-4.  I ran into the very same problem with freebsd-4
vs dragonfly that you are describing, and it was last summer.  In my
case, it was after doing a clean-install from one of the first ISO's
of dragonfly.  The change for more partitions was made back on:

I saved those messages because Matt made the change after I had
mentioned that I always wished that FreeBSD would support more
partitions.  (and sadly, here I am a year later and still wishing
that FreeBSD supported the same 16 partitions...).  The "new live
boot CD" that he talks about in the very same message was the
first attempt at the ISO which eventually became Dragonfly release
1.0 (and then 1.0a) in July 2004.

Whatever your previous setup was, this change really did happen
more than a year ago.  People aren't saying that just to annoy you.
But it is true that you would only notice if you had a disk layout
which was *created* by a Dragonfly installation CD.
