You know, I feel really stupid. Now that I've booted up 20041107 cdrom...
and found the user error, I see that indeed pciconf does work with
today's HEAD.

Using the NVIDIA SATA driver from linux 2.6.11.x, I'm getting
60Mb/sec, consistently.
