Hmm...are you guys sure? I just checked (with CURRENT) and I cannot find 
mailer.conf in neither 'make installworld' nor 'make upgrade' output...

The only place where mailer.conf is unconditionally installed here is 
the 'distribution' target of etc/Makefile.
